The IDEAS Decision Methodology
We have encapsulated our process for collective decision-making into five easy stages, easily remembered by the "IDEAS" nmenomic.
Ideas Generation involves
creative and collaborative thinking in relation to characteristics
of the decision itself as well as those of the surrounding context.
Examples of the former include objectives, criteria, options and
the means to evaluate these in a meaningful way. The latter would
include, considerations in relation to risk, scope, culture, rules,
customs, policy and politics among others.

Decision Construction entails the placement
of the decision variables identified in the Ideas Generation phase
into a formal hierarchical structure. This allows the relationships
between the various decision aspects to be clearly seen.

Evaluation concerns not only rating the options
relative to each of the lowest level criteria in the hierarchy,
but also rating the importance of the criteria against each other
Various decision instruments such as questionnaires and focus groups
can be used in order to help with this phase.

Analysis involves the computation of option
preferences against all the criteria and thereby against the decision
itself, yielding the formal recommendation. This is a simple calculation.

Storage implies the capture of data and information
so that it can be transformed into knowledge and practical wisdom.
This involves a careful documentation of the process used and an
explanation of preferences expressed. It also involves the use of
an electronic database which can guide the resolution of future
issues and decisions.
